Scheinbar meint man es tatsächlich ernst mit der Beschaffung von Arrow 3, siehe die Aussagen des Luftwaffeninspekteurs im Gespräch mit der Jerusalem Post. Hervorhebungen von mir.

Vereinfacht gesprochen würde ich die ESSI als modulares Angebot sehen, sich der deutschen Beschaffung von IRIS-T, Patriot und Arrow-3 anzuschließen. Allerdings eben modular, je nach eigenen Bedürfnissen.
Siehe zum Beispiel den NATO-Generalsekretär (Hervorhebung von mir): ZITAT The European Sky Shield Initiative enables participating nations to jointly procure an air and missile defence system in an efficient and cost-effective way using interoperable, off-the-shelf solutions. This multinational approach offers a flexible and scalable way for nations to strengthen their deterrence and defence. "Flexible and scalable", also nicht jeder ist bei allem dabei. Ähnlich sehen das auch die Litauer und werden ganz konkret: ZITAT “Becoming a part of the initiative allows the Lithuanian Armed Forces to plan joint procurements with the Armed Forces of Germany. Out of the available air defence systems package, the very short range/anti-drone defence systems is the most relevant component to the Lithuanian Armed Forces,” noted Minister of National Defence Arvydas Anušauskas. Germany’s air defence development programme for procurement of air defence systems of every class (very short, short, medium and long range, as well as for missile and anti-drone defence) soon and in the medium term is at the core of the initiative. Ähnlich Slowenien: ZITAT Slovenia is the first of the 19 ESSI members to sign a programme agreement with the Federal Republic of Germany for the purchase of the IRIS-T SLM system. In August 2023, the European Sky Shield Initiative (ESSI) Memorandum of Understanding (ESSI MOU) on the Joint Procurement of Air Defence Systems was signed, which provide the basis for the establishment of a joint procurement mechanism for air defence systems, and in which Slovenia has a representative. According to the memorandum, the interested countries may conclude separate programme agreements for specific projects, [...] On 6 December 2023, the state secretaries of the Ministry of Defence of the Republic of Slovenia, Dr Damir Črnčec, and the Federal Ministry of Defence of the Federal Republic of Germany, Mr Benedikt Zimmer, signed a Programme Agreement between the two ministries on the participation of the Republic of Slovenia in the procurement of IRIS-T SLM systems Bei den Österreichern gibt es wohl verschiedene Aussagen, darunter aber auch die "Einkaufsplattform": ZITAT Von Bundeskanzler Nehammer und Verteidigungsministerin Tanner wird widersprüchlicher Weise entweder davon gesprochen, dass Sky Shield lediglich eine reine Einkaufsplattform sei bzw. einen Meilenstein in der österreichischen Sicherheitspolitik darstellen würde. Entweder ist es das eine oder das andere, beides geht sich nicht aus. Die Briten scheinen sich mehr in einer Beobachterrolle zu sehen: ZITAT There are no current plans for the UK to procure air defence systems via the ESSI. The in-service dates for ESSI capability solutions have not yet been determined across LoI partners. In der Schweiz bringt es die Avenir Suisse auf den Punkt: ZITAT The term “Sky Shield” is primarily used for marketing purposes and may evoke overly optimistic associations. It is hardly possible to defend a territory the same way the “Protego” shield spell does in Harry Potter. [...] A more realistic goal is the joint procurement of expensive systems to achieve favorable prices through economies of scale. Additionally, high costs incur for training and maintenance, where synergy effects are thus to be exploited. [...] It should be noted that the acquisition of Arrow-3 (with ranges of over 100 km) has not been included in NATO’s defense plans so far. [...] Aware of this, Switzerland opted for the American Patriot system last year as well, meaning that it could benefit from the ESSI’s acquisition of ammunition. However, since the Patriot is only suitable for long-range defense, Switzerland is likely to procure a short- and medium-range defense system as well. If the German IRIS-T SLM chosen by the ESSI is suitable, it could probably be bought at a lower price through the initiative. Ergo: Man kann sich über ESSI der deutschen Arrow-3-Beschaffung anschließen. Für die meisten Länder scheinen aber primär IRIS und Patriot von Interesse zu sein. |
