Eine Aufzählung bekannter Tatsachen. Aber das Rüstungsvorhaben ein grosses Risiko bergen ist insgesamt nichts neues. Entweder man kann sich auf gemeinsame Konzepte verständigen, dann klappt es vielleicht. Oder eben nicht, dann geht es schief, wie bei sovielen Projekten in der Vergangenheit.

Das ist schon richtig, aber eine Auflistung der möglichen Risiken ist - gerade in Anbetracht vergangener und aktueller, gemeinsamer Rüstungsprojekte - essentiell und wichtig, insbesondere sollten sich die Entscheider diese vor Augen führen, falls es zu solch einem Projekt kommt. Hinzu kommt, dass der Artikel sich mit den besonderen Interessendivergenzen hinsichtlich eines gemeinsamen Kampfflugzeugs beschäftigt und nicht pauschal gemeinsame Rüstungsprojekt verdammt. So wird in anderen Sparten, wie etwa im Bereich eines Marine-Versorgers oder auch von taktischen Aufklärungsdrohnen, ein viel größeres Überschneidungspotential gesehen.

Airbus hat auf der Singapore Air Show Pläne zur Entwicklung militärischer Varianten des A320 NEO vorgestellt. Man sehe einen Markt für ISR (Aufklärung und Überwachung), MPA (Seefernaufklärung) und "robusten" Personen-/VIP-Transport und sei im Austausch mit potentiellen Kunden. Ein möglicher Ansatzpunkt ist das deutsch-französische Kooperationsvorhaben, das eine gemeinsame Nachfolge der Atlantique 2 und P-3 Orion untersucht.
Darüber hinaus arbeitet man an einem A330 "Smart MRTT", der neben der Transport- und Tankerrolle auch Teilbereiche von ISR abdecken und als Kommunikations- und Netzwerkknoten eingesetzt werden könnte.

Anmerkung meinerseits:
MPA-Varianten der A320-Familie sind ja nun so neu nicht, nachdem man schon die letzten 20 Jahre mehrfach erfolglos Vorstöße in die Richtung unternommen hat - zuletzt in Deutschland und Indien. Mit dem NEO aktualisiert man das lediglich auf die neueste Plattformgeneration, und man scheint erkannt zu haben, dass man den durch den unmittelbaren Konkurrenten mit der P-8 erschlossenen Markt sowohl etwas unterschätzt hat als auch erkennt, dass die veränderte politische Großwetterlage wieder mehr Absatzpotential generiert.
Die Planung der Marine für die Orion war eigentlich eine Nutzung bis 2035. Angesichts des erheblichen Finanzbedarfs der letzten Jahre (Rewinging, Aufwertung der Missionsavionik) und der eher unterdurchschnittlichen Verfügbarkeit unter anderem aufgrund der zahlreichen Industriestandzeiten trotz hohem Einsatzbedarf zieht man das möglicherweise nun ein paar Jahre nach vorne.
ISR könnte man in Deutschland theoretisch auch unterbringen, als Nachfolger von Eurohawk abhängig vom Ergebnis der Alternativenprüfung.

Images reveal progress on Japan’s C-2 intelligence-gathering variant

SINGAPORE ― The test bed of Japan’s intelligence gathering version of the Kawasaki C-2 airlifter has broken cover, with photographs emerging of the aircraft undergoing taxi tests.

The photo, taken Tuesday at the Japan Air Self-Defense Force base at Gifu, shows a C-2 with enlarged fairings on the nose, tail, top and sides of the rear fuselage. According to documents released by Japanese Defense Ministry’s acquisition agency, the aircraft variant will have an electronic intelligence/communications intelligence suite.

Russia’s defense ministry to sign contract for 12 Su-57 fighter jets

KOMSOMOLSK-ON-AMUR, February 8. /TASS/. Russia’s defense ministry plans to sign a contract for a preproduction batch of fifth-generation Su-57 fighter jets, Russian Deputy Defense Minister Yuri Borisov said on Thursday.

"We are buying Su-57 jets for test combat use. First stage state trials are over," he told journalists. "This year, we will sign a contract for the first batch of 12 Su-57 fighter jets for the Armed Forces."

According to Borisov, the first two planes of this batch may come into service in 2019. He said that ten out of 12 previously manufactured jets are undergoing flight tests.

When asked about performance of the new engine for Su-57, he answered: "So far, it is difficult to say because there have had been only one flight. Everything seems to be all right. But you know, it is a series of trials. Many flights are to be performed. As a rule, such trials take two or three years," he said.

The Su-57 (PAK FA) performed its maiden flight in 2010. On December 5, it made the first flight with a new engine. Currently, the plane is equipped with the so-called stage-on engine 117C. The new engine has been given no name so far and is conventionally referred to as "stage-two engine." It was reported in August 2017 that Russia’s the PAK FA fifth-generation fighter jet had received the serial index of Su-57. The experimental design work on the most advanced fighter jet should be completed in 2019 and its deliveries to the troops should begin at that time.

- zur Performance der neuen Triebwerke lässt sich noch nicht viel sagen, da bisher lediglich ein Testflug mit diesen durchgeführt wurde

Da ist noch gar nichts entschieden, hast du deinen eigenen Artikel nicht richtig gelesen? Man setzt das Experiment fort und ob und wie es dann tatsächlich beschafft wird, ist noch gar nicht sicher:

Work will be performed in El Segundo, California (41 percent); St. Louis, Missouri (40 percent); Patuxent River, Maryland (17 percent); and Philadelphia, Pennsylvania (2 percent), and is expected to be completed in July 2022. Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $18,986,916 are being obligated on this award, none of which will expire at the end of the current fiscal year. Japan backs out of plan to develop fighter jet on its own

Japan is moving to scrap plans to domestically develop a new advanced fighter jet due to staggering costs and anticipated engineering pitfalls.

Against that background, the Defense Ministry will not seek funding for domestic development of a next-generation fighter jet when requests are compiled this summer for the fiscal 2019 budget, sources said.

Tokyo is expected to sound out Washington as early as this week on the prospects of joint development of the next-generation fighter jet.

A decision on how to proceed will likely be formally made between fiscal 2019 and fiscal 2023 as that is the period covered by the Mid-Term Defense Program that will be put together before the end of the year.

It is still possible that Japan will place additional orders with the United States for the advanced stealth F-35A fighter jet manufactured by Lockheed Martin Corp. as the replacement for the F-2.

The government has already decided to purchase 42 stealth fighters to replace the F-4.

As of this writing, Japan’s MoD has not publicly commented on the March 5 report.

The X-2 prototype was intended to serve as the basis for the development of Japan’s first indigenously designed fifth-generation stealth fighter jet, designated the F-3. Japan is now expected to collaborate with the U.S. defense industry and other international partners to either jointly develop a next-generation stealth fighter jet or purchase jets directly from a foreign vendor.

A recently issued request for information (RFI), composed by the Ministry of Defense (MoD), has reportedly been sent out to European and U.S. defense companies with a more detailed document sent to the British and U.S. governments, according to sources familiar with the request. “Japan expects specific proposals for designs based on existing aircraft,” one of the sources told Reuters. The new RFI follows two previous RFIs that failed to attract any detailed proposals.

WASHINGTON — Despite a series of early production “hiccups” with the engines and wings, including an issue with air flow, the B-21 Raider bomber aircraft is largely on track, according to the chairman of the House Armed Services Seapower and Projection Forces Subcommittee.

Rep. Rob Wittman, R-Va., said he was largely pleased with the work prime contractor Northrop Grumman has been doing on the bomber program, praising in particular how the company has worked to integrate its subcontractors together to find solutions to early design problems. But he acknowledged there have been a few challenges that have popped up.

Es geht eindeutig um die Designphase des Projekts, ob jetzt schon frühe, tatsächlich physische Prototypen der Triebwerke existieren und daran schon Tests gefahren wurden, kann ich nicht ausschließen, aber normalerweise versucht man heute ja so viel wie möglich durch Computersimulationen zu ertesten, bevor man echte Prototypen baut. Ein Prototyp des gesamten Bombers hingegen existiert definitiv noch nicht, so heißt es ja im Artikel dass, "the company is working to get an “Iron Bird” mock-up of the B-21 up and running — something that would serve as a physical test bed for some of the design and production elements."

Chengdu J-20 to become multi-role platform

Beijing will evolve the Chengdu J-20 fighter into roles well beyond aerial supremacy.

The aircraft’s primary mission for the time being is “making way for other aircraft in an air battle,” says Zhang Hao, who heads an air force flight test centre.

Zhang made the remarks in a story carried by Beijing’s official China Daily news organ.

The type will be developed into variants and will also allow for the opening of research into a “sixth generation fighter,” says Yang Wei, a deputy director of science and technology at AVIC.

"We are not complacent about what we have achieved,” Yang is quoted as saying. “We will develop the J-20 into a large family and keep strengthening its information-processing and intelligent capacities. At the same time, we will think about our next-generation combat plane to meet the nation's future requirements," Yang added that the J-20 is “the best fighter in China, so it would be used in the most crucial moments during a war.”

Marines Release Specifications for New Mega-Drone

The Marine Corps is a step closer to getting a large unmanned aircraft that can launch from ships, fly a radius of up to 700 nautical miles with a full payload, escort the MV-22 Osprey and other platforms, network with other manned platforms, and provide offensive air support, including targeting and strike.

This incredible unmanned aerial system is known as MUX, for Marine Air Ground Task Force Unmanned Aircraft System-Expeditionary.

Marine officials began publicly discussing plan to design and build MUX in 2016. A request for information for the aircraft, directed to companies interested in designing and building it, was released March 9.

In late 2016, Lt. Gen. Jon Davis, then head of Marine Corps aviation, described MUX as a Group 5 aircraft that could carry all the weapons on an F-35B, fly at 30,000 feet, and provide key electronic warfare and command-and-control capabilities.

"If we do distributed operations, we're going to need all the game we can bring," Davis said at the time.

According to the 35-page request for information, the Corps wants an aircraft capable of carrying internal and external payloads totaling 9,500 pounds.

UK prepares for Protector UAV

The UK Royal Air Force (RAF) is preparing for the introduction into service of the General Atomics Aeronautical Systems Inc (GA-ASI) Protector unmanned aerial vehicle (UAV), with a dedicated team currently working through the issues in the United States.

The Protector Combined Test Team (CTT) is now co-ordinating the testing and evaluation of the Protector system, which will replace the GA-ASI MQ-9 Reaper UAV in RAF service, the UK Ministry of Defence (MoD) reported on 13 March.

As noted by the MoD, this Wing Commander-led CTT comprises experienced pilots, sensor operators, and engineers from the RAF; industry partners; and the US Air Force (USAF). An important aspect of the work of the CTT will be to ensure that Protector complies with national and international airspace and safety regulations.

The United Kingdom is investing in an initial 16 Protectors, but has a stated requirement for 20 such aircraft to replace the 10 Reapers that it currently fields (though a US Defense Security and Cooperation Agency notification of the proposed Protector sale put the number at 26).

Protector is the United Kingdom’s name for the Certifiable Predator B (CPB) that is being upgraded with national-specific equipment and munitions. Equipment includes multispectral targeting systems and AN/APY-8 Lynx IIe Block 20A synthetic aperture radar and ground moving target indicators (SAR/GMTI), as well as enhanced datalinks. Munitions comprise MBDA Brimstone 2 missiles and Raytheon Paveway IV laser-guided bombs.

According to GA-ASI, the CPB has a maximum operating altitude of 45,000 ft (compared with 50,000 ft for the Reaper), a maximum endurance of more than 40 hours (compared with 27 hours for the Reaper), and a maximum air speed of 200 kt (compared with 240 kt for the Reaper). The CPB also has nine external stories stations, compared with five for the Reaper.

Taiwan renews interest in F-35 to counter Chinese first strike

MELBOURNE, Australia — Taiwan has flagged continued interest in the Lockheed Martin F-35 fighter jet, possibly as part of an upcoming new round of arms purchases from the United States.

Speaking to parliament, Defense Minister Yen Teh-fa confirmed Taiwan’s long-standing interest in the F-35, although he did not mention which variant of the F-35 or how many aircraft Taiwan was interested in acquiring.

However, previous reports have said Taiwan is interested in the F-35B short-takeoff-and-vertical-landing, or STOVL, version, which is also used by the U.S Marine Corps, Italy and the United Kingdom. Japan and Singapore are also reportedly interested in this variant.

Yen said his ministry was also reviewing the possibility of acquiring the Boeing KC-135 Stratotanker midair refueling tanker. If followed through, this would be the first time Taiwan will have a dedicated midair refueling capability.
