The RFI, published 2 May, makes no mention of physical dimensions such as size or weight and instead seeks to cast as wide a net as possible for potential submissions. It does, however, call for suppressors, spares and slings for the weapon (not holsters). Potential future SCW submissions will have to chamber ‘9×19 mm military grade’ ammunition – meaning both M882 ball and the new XM1153 Special Purpose 9mm Round from Winchester.

HK ist nicht dabei. Ich dachte schon immer, dass es ein Fehler war sich fast ausschließlich auf die MP7 zu konzentieren. Die UMP hat ja auch nicht richtig eingeschlagen.

In den Kommentaren steht zu lesen, HK könnte die MP5 gar nicht mehr herstellen, daher wären sie nicht dabei. Ist da was dran? Man hört ja immer wieder, dass die benötigten Maschinen schon vor Jahren demontiert worden sein sollen.

Zumindest in Deutschland hat HK vor zwei Jahren mit der MP5 an Ausschreibungen diverser Polizeibehörden teilgenommen. Fraglich ist, ob sie mit den verbliebenen Maschinen noch einen Großauftrag bedienen könnten.

Auf diversen Messen wurde ja die MP-5A5 Mid-Live Improvement gezeigt. Sie werden also sicher noch Kapazitäten haben die Waffe herzustellen, auch wenn der Großteil des MLI abnehmbare Bauteile sind.

The ultimate objective of this program is to acquire a highly concealable SCW system capable of engaging threat personnel with a high volume of lethal force while accurately firing at close range with minimal collateral damage.

The purpose of this Prototype Opportunity Notice (PON) is to award up to 6 Prototype Other Transaction Agreements (OTAs) pursuant to 10 U.S.C. § 2371b, with the goal of delivering a quantity of 15 functional weapons with Slings & Manuals, 40 - 20 round magazines and 80 - 30 round magazines, 5 cleaning kits, 3 suppressors, 2 specialized tool kits (if required for assembly/disassembly), and spare parts, within 30 days after award. If successful, a follow-on production OTA or Federal Acquisition Regulation (FAR) based award, may be made to one offeror for up to 350 SCW systems, which may include an option for additional quantities up to 1,000 SCW systems that may be exercised in quantities no greater than 350 SCW systems.

The structure of this program is a multi-phased approach:
PHASE I - OTA Awards: Offerors will be required to submit a 2.5 minute video and complete tabs titled Contractor Information, Pricing and Non-Traditional Certification in Attachment 1 – SCW Proposal Form. The Go/No-Go criteria tab in Attachment 1 – SCW Proposal Form will be used by Government evaluators to verify that the SCW meets the criteria. The Government intends to evaluate and award, based on Go/No-Go Criteria and lowest price, up to 6 fixed price, stand-alone OTAs procuring 15 SCW systems per offeror to be delivered within 30 calendar days after OTA award date.
PHASE II – Prototype Testing & Follow on Production Award: The delivered 15 SCW systems per offeror will undergo Prototype testing as outlined in Attachment 1 – Test Plan Outline. At this stage, offerors will be asked to provide updated proposals, to include, Schedule, Updated Price (Downward Adjustment Only), Delivery Capabilities, Quality Program, & Warranty. Based on successful completion of Prototype testing, evaluation of the testing results and updated proposals, the Government intends to make a best value decision for a follow-on production OTA or Federal Acquisition Regulation (FAR) based contract award to one offeror for up to 350 SCW systems. The first 10 SCW systems of the follow-on production award shall be delivered within 30 calendar days. The follow-on production award will include an option for additional quantities up to 1,000 SCW systems that may only be exercised in quantities no greater than 350 SCW systems.

3. Question: Can the video show the weapon in a computer aided model OR should it feature actual live footage of the firearm?
Answer: Live footage of the actual firearm is required.

4. Question: Do we need to provide the weapon with sights (either optical or standard)?
Answer: The weapon must be provided with standard sights. The weapon will be tested for accuracy and dispersion from a mount, as well as with the user in the loop.

5. Question: If a Company does not submit to the Phase I OTA, will the Company be able to submit to Phase II OTA?
Answer: No.

6. Question: Can you clarify a requirement under PHASE 1-OTA Awards "Offerors will be required to submit a 2.5 minute video..." What does the video need to include?
Answer: Please refer in the PON to 3.2.1 OTA Video Proposal Instructions:
"Each Video Proposal submitted shall demonstrate how the Offeror's SCW meets the Go / No-Go Requirements. Video shall be presented in the sequence of the Go / No-Go Requirements listed in the SCW Proposal Form (Attachment 1). Hyperlinks within videos will not be considered. Only the first 2.5 minutes of video will be considered. Anything exceeding 2.5 minutes will be disregarded. Video playback shall be at normal speed and shall not be manipulated to speed up or slow down the video. Videos shall be compatible with Windows Media Player 10."

7. Question: Would the USG consider adding to the delivery timeline the ability to deliver after receipt of a U.S. Government EUC to allow for processing the EUCF, Import and Export licenses and ship to the U.S.?
Answer: The schedule will not be extended in consideration of end user certificates (EUCs) or other import and export licenses. Offerors are encouraged to submit EUC information to the Government as soon as possible and prior to the close of PON.

8. Question: After a re-read I still have a question -- Page 6 says - Attachment 3 - there was no attachment 3 in the release - is this a separate DOC or should it have referenced
Answer: Reference page 20, Attachment 3 - SCW MODEL OTA. Please request a copy of the SCW Model OTA from the Agreement Specialist, Tariq Miakhel, Email: tariq.m.miakhel.civ@mail.mil.

9. Question: How can we sufficiently demonstrate the weapon will "Perform optimally" with 147 grain 9mm ammunition?
Answer: Loading and firing 147 grain 9mm ammunition is a way that would prove an Offeror met this requirement.

10. Question: Is it sufficient for "Capable of attaching accessories/enablers" to show the weapon has mounting rails, or is it necessary / beneficial to show the accessories mounted?
Answer: The Offeror must demonstrate the mounting/attaching of accessories and enablers.

11. Question: How much detail is required to demonstrate "Shall be maintainable without use of special tools"?
Answer: Demonstrate how you maintain the weapon without the use of special tools.

12. Question: Do we need to demonstrate capability to deliver 15 SCW within 30 days in the video? How would we do this satisfactorily?
Answer: The evaluators need to determine if your company is able to meet this requirement. To help them make this determination, examples could include, Offerors briefly explaining or demonstrating how they are able to meet this requirement, how they have met similar requirements in the past, showing their manufacturing production capabilities, etc.

13. Question: This is the first opportunity I've seen that requires a video submission. Is there an expectation that this will become commonplace for PON or other solicitations? If so, we will need to invest more resources in in our graphics/film team.
Answer: There are no expectations this will become commonplace for future PONs/ solicitations. As far as Government is concerned, we cannot state what other solicitations will require as every solicitation is different and will have its unique requirements. For this PON, a video submission is meant to streamline the process for Offerors and the Government. Professionally produced videos are not expected.

14. Question: Can you elaborate on what is meant by the phrase "Must be able to fire marking/training round" for the ammunition?
Answer: Offerors must show, demonstrate, or explain how their weapon is able to fire a marking/training round.

15. Question: For the ambidextrous controls are an ambi mag release and ambi bolt release considered required?
Answer: Yes. There shall be ambidextrous controls on both sides of weapon.

16. Question: Will 33 round mags or variations from 20 and 30 be acceptable or must the mags be 20 and 30 round exactly?
Answer: Magazine capacity shall include 20 round and 30 round magazines.

17. Question: Is a folding stock acceptable or must it be telescoping?
Answer: The buttstock shall be telescopically collapsible.

18. Question: Does the firearm need to be fireable when collapsed?
Answer: Yes, the weapon needs to be able to fire when the buttstock is collapsed.

19. Question: SECTION 3 page 8 - which Does reference and explain I-OTA AWARDS?
Answer: Reference page 12, section 3.3 OTA Basis of Evaluation.

20. Question: From the latest revision I am concluding that no ENABLERS are being requested at this time as in the previous RFI - please confirm.
Answer: The only enablers being requested at this time are the three suppressors.

21. Question: On the final submission site - it has a 2G limit - I am not sure but the 2.5 Min video I think will exceed that not including the documentation required - will it allow a ZIP file or can the video be sent to another destination that has no 2G limit?
Answer: A 2.5 minute video should not exceed 2G; however, please notify us if your video exceeds 2G. From AMRDEC SAFE site: "A maximum of 25 files may be uploaded to a single SAFE package. However, we STRONGLY recommend that you ZIP or archive multiple files before sending. SAFE counts a ZIP file as a single file during upload. This means that you can upload as many as 25 ZIP files, with each ZIP file containing many other files. Please note that the total upload size still must be no more than 2GB."

22. Question: The request states that the weapon system have an overall length of 15" or less, and no folding stock. Is that correct?
Answer: Yes, that is correct.


23. Question: Is it acceptable that the charging mechanism is center line (single sided), ambidextrous reachable?
Answer: Yes.

24. Question: Is it acceptable for 15 round and 30 round magazines
Answer: Magazine capacity shall include 20 round and 30 round magazines.

25. Question: Is a folding buttstock acceptable?
Answer: The buttstock shall be telescopically collapsible.


26. Question: What provision has been made in the Army's program for supply of an End User Certificate and necessary administration time to process State Dept import licenses and relevant export licenses from overseas suppliers?
Answer: No provisions have been made in regards to end user certificates (EUCs). The schedule will not be extended in consideration of EUCs or other import and export licenses. Offerors are encouraged to submit EUC information to the Government as soon as possible and prior to the close of PON.

Lustige Anforderungen. Ich bin zu keiner Waffe gelangt die ALLES erfüllt. Da müsste an jeder was gemacht werden, oder habe ich was übersehen?
Warum man möglichst kompakte Waffen haben möchte und dann zB Im-Griff-Magazine verbietet erschliesst sich mir nicht.

Ich würde behaupten, dass die MP5 PDW mit 3-Warzen oder Mündungsgewinde länger wird als die geforderten 15". Klar kann man beim Ladehebel was machen. Die Frage ist, ob man das für max. 1.000 Waffen überhaupt machen will.

Ok, habs nochmals überdacht: z.B. SIG MPX-K wäre wohl mit einem "telescoping side-folder stock" innerhalb der Spezifikationen.
Siehe auch Bildausschnitt Beitrag #14 von SLAP: 14.7" / 374mm.
Ähnliches wäre mit einer B&T APC9 mit verkürztem Lauf und Gehäuse möglich. Dürfte vom Aufbau her nicht all zu schwer sein das zu machen.
Was ist wohl die Idee dahinter, die Lauflänge auf 5.5" zu begrenzen? Wenn alle anderen Kriterien wie Gesamtlänge und Gewicht eingehalten werden, wozu diese Begrenzung? Munition und Munitionsverträglichkeit ist ja ebenfalls bereits vorgegeben. Gehts da um Kompabilität mit bestehenden Zielhilfen?

Edit: warum kann ich keine Leerzeile mehr einfügen per Edit? Nach "...machen."

Gibt es grundsätzliche Probleme mit "Im-Griff-Magazinen"? Bin ein Feuerwaffenlaie und kann mir beim besten Willen nichts vorstellen was dagegen sprechen würde. Bullpups abzulehnen hat ja noch einigermaßen nachvollziehbare Gründe, aber sowas? confused.gif

5. QUESTION: Regarding 147gn 9mm ammunition, does the government require performance/demonstration with subsonic or supersonic 147gn 9mm? Or both varieties?
ANSWER: The 147 grain 9mm ammunition that the Government will be using for evaluation is subsonic.

6. QUESTION: Is the charging handle a control that will be evaluated underneath the ambidextrous control Go/No Go criteria?
ANSWER: The charging handle will not be evaluated for the ambidextrous requirement against the Go/No-Go criteria.


7. Question: Column I beginning on Row14, the Average Price column is averaging the total evaluated amount vs. the unit price average. This is showing an Evaluated Price significantly inflated from what we believe is the intended result. Please confirm if the formula in the Average Price column is correct.
Answer: Thank you. The formula is incorrect. An updated version has been uploaded. This does not affect the proposal submission due date.

8. Question: Column B beginning on Row 14, the Suppressors are not listed as part of Follow-On Production items. Please confirm that you do not wish to have Suppressors in the Follow-On Line Items.

Answer: It is the goal of the program to meet this sound level. This is an evaluated capability during the prototype testing, but it is not part of the Go/No-Go requirements.

Ich kann mir in der US-Army kaum eine breite Verwendung für die Waffe vorstellen. Panzer, Hubschrauber, Logistikfahrzeuge, ... bieten allesamt genug Platz für einen Karabiner.
Am ehesten hätte ich diese Waffe bei Starrflüglern gesehen. Ähnlich, wie die B&T MP9, welche die niederländischen Streitkräfte an F-16 Piloten für Einsätze über IS-Territorium ausgegeben hat.

Eher SCW verdeckt als Haupt- und Pistole verdeckt als Sekundärwaffe.

Wobei auch nicht jeder im Personenschutzteam eine SCW führen muss.

Das hatte ich ja schon gelesen, warum dann nicht eine PDW wie die MPi7 oder die P90 selbst ne art Scorpion wäre möglich? Prinzipiell ist es ja wurscht aber ich sehe hier nirgends eine vernünftige Erklärung für diese Waffe. Verdecktes Tragen kombiniert mit der Option Unterschallmunition mit einigermaßen brauchbarer Wirkung im Weichziel verschießen zu können. Wenn man dazu dann noch aus logistischen/taktischen Gründen keine neue Munitionssorte haben möchte ist das ein recht schlüssiges Ergebnis.

Umgekehrt betrachtet: Warum eine MP7 o.ä. wenn Wirkung über 100 m hinaus und Durchschlag von Körperpanzerung nicht im Fokus liegen?

Ich habe also eine vergrößerte Pistole die ich im Schulteranschlag schießen kann mit einer Munition die so toll auch nicht ist auch nicht in ihrer Wirkung in Weichzielen, es sei denn ich benutze entsprechende Munition.

Eine MPi 7 kann halt das gleiche plus das ich eben sogar Ziele in 200m bekämpfen kann und ihre Wirkung in Weichzielen ist ähnlich gut/schlecht wie die 9mm..

9x19mm Para ist ein NATO-Standard-Kaliber und das wohl populärste Kaliber für Pistolen und Maschinenpistolen im Sicherheitsbereich. Dagegen ist 4,6x30mm lediglich ein Exotenkaliber, für welches es ausser der MP7 kaum Waffen gibt. Ich möchte der MP7 nicht ihre Daseinsberechtigung absprechen, aber das Kaliber 4,7x30mm war bisher nicht besonders erfolgreich auf dem Markt, einmal abgesehen im Bereich des Personenschutzes mit der MP7 und von ein paar wenigen Ausnahmen (Bundeswehr, Norwegisches Heer). Insbesondere gibt es aber kaum Waffen dafür. Dies völlig unabhängig von der Frage, ob das Kaliber 4,6x30mm überlegen ist. Nebst der Verbreitung der 9x19mm könnte allenfalls auch die Stoppwirkung noch eine Rolle gespielt haben. Insgesamt muss man zudem feststellen, dass "Kleinkaliber" Mühe haben im militärischen Bereich sich durchzusetzen.

Deswegen schrieb ich „logistisch/taktisch“. Die Munition muss eben nicht nur - irgendwo* - eingeführt sein sondern auch konkret da vorhanden sein, wo sie dann gebraucht wird. Da ist Kompatibilität mit den anderen konkret im jeweiligen Einsatz genutzten Waffen durchaus wünschenswert.
Und 4,6mmx30 liefert im Unterschall sicher nicht die gleiche Wirkung wie die 9mmx19.

Naja, gerade die MPi 7 ist doch recht weit verbreitet sowohl militärisch (Spezialkräfte) als auch Polizeilich, zwar nicht in riesigen Stückzahlen aber sie ist keine Exoten Waffe mehr. Das es letztendlich auf eine Kaliberdiskusion hinausläuft war mir schon klar (kenne ja auch den anderen Thread den du verlinkt hast) aber es wundert mich halt trotzdem weil irgendwie diese Forderungen an die SCW fast identisch zu denen an eine PDW sind, abgesehen halt vom Kaliber.

Die US Streitkräfte haben mit der M17 auch Hohlspitzgeschosse eingeführt. Warum sollte eine MP7 besser treffen als eine APC9?

Deswegen frage ich ja nach dem Konzept dahinter, wenn es bei normalen Truppen in der Mischbewaffnung dabei ist dann zieht das Argument, ist es eine spezialisierte Waffe für bestimmte Nutzer dann ist es egal. Es ging mir auch nicht um die MP7 an sich sondern halt um PDW überhaupte.
Wozu brauche ich denn hier Unterschallmunition? Auch hier stellt sich wieder die Frage nach dem Konzept dahinter, für wen sind denn diese Waffen gedacht?

Jupp, und warum nannte man es dann nicht so? Wenn ich mir anschaue was Dave noch gepostet hat dann wollte man eine PDW, diese aber in 9mm, vielleicht wegen der Austauschbarkeit mit der Pistole und vielleicht wegen spezieller 9mm Munition (..high volume of lethal force while accurately firing at close range with minimal collateral damage..) hat dann diesem Kind einen anderen namen gegeben.

Hmmm, da halte ich die 4,6 oder 5,7 trotzdem für das potentere und bessere System.

Hat es nicht ziemlich schlechte Erfahrungen mit der 5,7 mm in den USA gegeben? Ich erinnere mich an Artikel zu einem SWAT Team in afair New York, das aufgrund mangelnder Wirkung gerade bei Gegnern unter Drogeneinfluss die Patrone wieder aus dem aktiven Einsatz genommen hat.
Um mit Schutzwesten fertig zu werden, gibt es ja eh größeres im Arsenal. Um zur Theorie der Wundwirkubg von Kurzwaffenkalibern zu kommen, zumindest laut MacPherson, Bullet Penetration Modeling the Dynamics and the Incapacitation Resulting from Wound Trauma, ist primär die Wundoberfläche der permanenten Wundkanäle entscheidend, dabei hat die 9 mm deutlich die Nase vorne.

Ein Grund warum die belgischen SF und DAS wieder 9x19 Waffen in ihren Beständen haben wollten war die verfügbarkeit der Munition. Jedes Kaliber hat Vor- und Nachteile, ob es jetzt 5,7(bzw. 4,6) oder 9x19 ist, aber eins steht fest: es ist in den meisten Regionen viel einfacher an 9x19mm zu gelangen als an die beiden anderen "Exoten".
Will jetzt nicht behaupten das die USA auch so denken, könnte aber auch einer der Gründe für die Entscheidung sein.

Ist sicherlich ein wesentlicher Punkt, gerad bei der geringen Anzahl an Waffen. 9mm gibt es an jedem Stützpunkt der US Streitkräfte und jeder Botschaft. 4,6×30 mm und 5,7×28 mm sind nirgends (mal von "Blue" und "Green" abgesehen) eingeführt.


Als ich mal mit dem G29 aka "Scharfschützengewehr mittlere Reichweite" spielen durfte hab ich auch gefragt warum man denn auf .338 LM und nicht auf .300 Norma Magnum gegangen ist.
Antwort: "Verfügbarkeit der Munition. Wenn die Bw es mal mit dem Nachschub verzockt hat, geht man eben ins Nachbar Zelt zu den Norwegern oder sonstwem und holt sich da Munition."

Wenn ich mir anschaue, was Praet da verlinkt hat kann ich mir vorstellen, dass man beim Personenschutz durchaus asymmetrische Szenarien im (Hinter)Kopf hat. Ein Attentäter mit Einmalfahrschein wird keine Schutzweste tragen, muss aber deutlich fix ausgeschaltet werden. Oder man hat es irgendwo mit einem Angriff schlechtbewaffneter Ad-Hoc-Kommandos. Dazu noch das Argument Logistik und schon landet man bei 9x19.

Das Problem der "Kleinkaliber" 5.7 + 4.6 sind halt innenballistischer Natur, die Leistung ist sehr viel särker von der Lauflänge abhängig als 9x19. (Es hat schon seinen Grund das die FN P90 so ziemlich die einzige Bullpub MP ist und bei der MP7 das Magazin im Grifstück steckt) Wenn die Sub Compact Weapon aber als forderung hat, das das Magazin vor dem Pistolengriff eingeführt werden muss ( dinge wie B&T MP9 automatisch ausgeschlossen) wird noch vorhandene Lauflänge bei max. Gesamtläge der Waffe stark beschränkt (5.5Zoll?) Dadurch sind die PDW-Kleinkaliber natürlich im nachteil wegen des doch deutlichen Verlust an Geschwindikeit.

Ich (meine persönliche Meinung) halte diese ganze Ausschreibung und das Konzept dahinter für nicht stichhaltig bzw sogar unnötig, angefangen beim Kaliber und weitergehend mit solchen Dingen wie hier beschrieben. Man hätte durchaus einfach ein 9mm MP nehmen können wenn man diese unnötigen Beschränkungen weggelassen hätte oder eben eine PDW mit den Flaschenhals Patronen.
