The militants who led the attack on a Kenyan mall hired a shop there in the weeks leading up to the siege, senior security sources have told the BBC.
This gave them access to service lifts at Westgate enabling them to stockpile weapons and ammunition.

Having pre-positioned weapons they were able to re-arm quickly and repel the security forces.
Sixty-seven people are known to have died in the four-day siege. Kenya's Red Cross says 61 others are still missing.

Forensic experts are still combing the complex, looking for bodies and clues.

The Somali Islamist group al-Shabab, which is part of al-Qaeda, says it was behind the attack and the following siege at the upmarket mall in the Kenyan capital, Nairobi.
Kenya is in its third day of official mourning for both the civilian and military victims of the attack.

Erinnert mich irgenwie an Beslan, dort hatten die Angreifer ebenfalls vorher Waffen und Munition versteckt.

Übrigens, bezüglich "Polizeiarzt", es wurden 15 Forensische Mediziner der Uni von Nairobi hinzugezogen und auf die Krankenhäuser und Leichenhallen verteilt, um Autopsien an sämtlichen Opfer durchzuführen.
Mittlerweile arbeiten dort Forensiker aller Herren Länder. Sogar Deutschland ist mit einer Identifizierungskommission (IDKO) vertreten.

Wer meldet wem welche Vermissten mit welchem Namen (Schreibweise)?
Wer meldet wieder aufgetauchte Vermisste auch wieder ab?
Wer gibt diese Informationen (Schreibweise) an wen weiter?
Wer erfasst in der Anfangsphase, wer in welches Krankenhaus gekommen ist?

Das ist ein aus allen möglichen Szenarien bekanntes Problem (ich werfe mal in den Raum: Tsunami 2004, Loveparade 2010).

Moralinspritze, hm? Sorry, ich vergaß, dass man hier nur in punkto Ausrüstungsgegenständen moralisieren darf, nicht aber in Hinblick auf ein Verbrechen. biggrin.gif

Die gemeinhin als untadelig angesehene Zeitung Die Welt berichtet nun ebenfalls über die von den Terroristen verübten Grausamkeiten.

39 Menschen gelten immer noch als vermisst.

Bezeichnenderweise musste zwischenzeitlich eingeräumt werden, dass der kenianische Geheimdienst vorher konkrete Vermutungen zu einem bevorstehenden Angriff genau auf dieses Einkaufszentrum hatte. Wenn man solche Angriffe auch nie mit völliger Sicherheit wird verhindern können, so hätte man wenigstens die Sicherheits- und Rettungskräfte in Bereitschaft halten und durch die kürzere Reaktionszeit die Zahl der Geschädigten vielleicht verringern können.

Weiß hier jemand zufällig, ob die Grenze zwischen Kenia und Somalia eine "grüne" Grenze ist?

PRESIDENT Uhuru Kenyatta has admitted that the Westgate operation was bungled. The President made the admission on Sunday afternoon when he visited the police Recce Squad members at their Ruiru base and treated them to lunch.

Uhuru gave Sh500,000 for a feast for all police officers in Nairobi. “The President told us that he knows something went wrong at Westgate but we should not be discouraged from performing our duties,” said a senior Recce squad officer.
Uhuru vowed to constitute a thorough investigation but did not explain or single out who in his view messed up the operation.

Today Cabinet is expected to approve the setting up of a Westgate commission of inquiry. More than 60 people were confirmed dead in the attack.
The commission will have three members, two assisting counsel and two secretaries. “It will have 20 terms of reference,” said a source. Police now believe there were only four attackers at Westgate.

Uhuru reportedly decided to visit the Recce Squad and treat them for lunch because its members were feeling unhappy after the KDF took over the Westgate siege in the afternoon Saturday, September 21, four hours after the operation began.
“He was very sorry about the turn of events but encouraged us to put that behind us and continue to defend our country as he seeks to establish facts about the attack and the operation,” said another Recce squad member.

The Recce Squad is an elite police unit trained to guard VIPs, including the President and Deputy President, and also to handle hostage cases. They were called to Westgate an hour after the attack started and, together with armed civilian reservists, managed to contain the terrorists inside Nakumatt supermarket on the ground floor by late afternoon.

Together with the civilians, Recce rescued hundreds of people from inside the mall. However they were then ordered out by KDF and other security agencies who took almost an hour to get going.

“Before the changeover there was a friendly exchange of fire between us and KDF. KDF shot dead one of our officers who had done so much earlier and in retaliation our officers also shot dead three KDF officers. This incident caused a lot of tension and we left Westgate in protest,” said a Recce officer who was at Westgate.

Police, intelligence and the army have been engaging in blame games over the four-day siege which wrecked Westgate and in which 80 shops were looted. Security agencies are yet to show bodies or photos of any terrorist killed in the siege.
Some international forensic teams who flew into Kenya to assist in finding out exactly what happened returned home last week in frustration after they were not allowed full access to the mall.

Police now believe there may have just been four attackers after scrutinising CCTV footage although other attackers may have sneaked out in the early stages pretending to be shoppers.
CCTV footage from the Queensway branch of Barclays Bank on September 6 showed one attacker depositing money into the account of a man who sold the vehicle KAS 575X used to ferry the terrorists to the malls.

Hussein Abdi was also seen in the CCTV recovered from the Westgate mall on September 21. He is a former GSU policeman sacked in 2010 after being involved in violent robbery.
Abdi, from Mandera, reportedly travelled to Somalia last year and returned in January 2013. He is the tall man seen on CCTV firing at security agents with an AK47.

Later he is seen limping and taking phone calls. Phone records provided by mobile phone companies indicated that Abdi called several numbers in Dadaab and Somalia during the siege.
CID have also zeroed in on Mohammed Hussein whose ID was used to register the number used to make the calls to Somalia and Dadaab. Hussein was seen with Abdi in the Barclays CCTV but not in the footage recovered from the mall.

Police now believe that the attack was planned in Norway and Somalia. They have written to the Norwegian embassy in Nairobi seeking its assistance in locating a Somali refugee who now resides in Norway.
Sources said the man flew to Kenya in August and headed to Somalia through Garissa. “He is very well known in Daadab.We believe that part of the planning was done at the camp” said a detective.

So far, 40 people have recorded statements with the Anti Terror Police Unit. Only a 16-year- old Form Three student from Murang’a Road Secondary School who was arrested on Tuesday and a driver Ali Hassan Gitonga have been detained.
Yesterday Gilgil police said they were holding a mobile phone dealer caught with seven mobile phones allegedly looted from Westgate mall.

How an unarmed Irish soldier rescued hundreds in Nairobi
03 November 2013

On Saturday, September 21, the worst terrorist attack in recent years unfolded when al Qaeda-linked militants stormed a shopping mall in Nairobi, Kenya. At least 70 innocent men, women and children were massacred over the coming days as the hopelessly unprepared and poorly trained Kenyan security forces struggled to wrest control of the Westgate Mall from the grip of al Shabaab killers. However, the death toll would have been far higher if it was not for the heroic actions of a former Irish special forces soldier who is working as a security consultant in East Africa. Today, in an exclusive interview with the Sunday Independent, he tells Paul Williams how his military training helped save the lives of more than 500 innocent people caught up in the horror. As a result of his bravery, his life is now potentially in danger from Muslim terror groups. He continues to work as a security consultant in the region and he spoke to us on the condition that we preserve his anonymity. For the purpose of this interview we have changed his name to Jack.

JACK was sitting in his office in downtown Nairobi when his phone shivered and bleeped to announce the arrival of another text message, one of hundreds he receives daily while supervising the security of 5,500 oil company employees spread across East Africa.

Jack's phone is always to hand, 24/7, as he stands ready to deal with the wide variety of crises synonymous with this turbulent continent.

The former Irish Army Ranger squints at the curt half dozen words on the screen which minutes later would propel him into a terrifying hostage drama that would make headlines across the world.

"Terrorist attack under way in Westgate Mall."

The chilling message came from the security consultant's colleague, another former special forces soldier who happened to be in Kenya's most cosmopolitan shopping mall, just a 10-minute drive from Jack's office, when the hostage drama unfolded.

Up to a dozen al Shabaab terrorists armed with machine guns and assault rifles had stormed into Westgate and began summarily executing men, women and children.

Scrambling to his feet, Jack replied: "What? Now?".

There was no doubt in the response. "Now".

Twenty minutes later all that will stand between the Irishman and death will be his specialist military training – and a hint of good luck.

He will dodge bullets and exchange gunfire with the terrorists who turn a busy shopping mall into a slaughter house. The narrative of this story could easily spring from the pages of an adrenaline-soaked Andy McNab thriller. But this is the real deal, in all its blood-soaked, terrifying detail.

Eye witnesses, CCTV, text messages and press photographs all bear testimony to the outstanding bravery shown by the professional soldier and former Army Ranger during the Westgate Mall slaughter.

Jack has been hailed a hero by experts who analysed his actions – and the hundreds of terrified shoppers and staff he risked his life to rescue on that fateful Saturday afternoon. But the modest security consultant dismisses his new-found status.

He told the Sunday Independent: "I am not a hero, not at all. I just used the years of training I got as a member of the unit (Army Ranger Wing) to rescue two of my clients.

"I was doing what I am paid to do."

Jack spoke exclusively to the Sunday Independent when he returned to visit his family in Ireland last week.

Tall, lean and steely-eyed, the 37-year-old relates the extraordinary story of what happened in the Westgate Mall with the stoicism of a military professional. There is no hint of gloating machismo or provocative jingoism when he relives his experiences of that fateful afternoon.

"I knew when I got that text that my colleague was not messing around that this was a real situation. I wasn't going to ring him back because if he was hiding from gunmen the phone ringing or vibrating could compromise him.

"As the security consultant for the company I am employed with, it is my job to draw up standard operational procedures (SOPs), which are in place for the protection of personnel in every type of emergency situation from natural disasters to kidnapping, terrorist attacks and war.

"I mobilised our crisis management team and within minutes we accounted for most of the company's employees and their families in and around Nairobi.

"People are contacted and instructed to go to pre-arranged safe locations.

"Because it was Saturday I knew straight away that there had to be some of my clients in the Westgate Mall. Our team established that a company employee and his wife were somewhere in the complex."

Jack's fears were confirmed when he received a text from the company employee who is having lunch with his wife in the Onami Restaurant, which is situated in a corner of the mall's second floor.

The employee, who had worked in the Middle East and is accustomed to living in warzones, informs Jack that he has heard gunfire and a loud explosion. The former ranger instructs him by text not to leave the restaurant and lock himself in somewhere safe within the premises. Jack reassures him: "We are close. . . coming to get you."

NYPD investigation into Kenya's Westgate Mall terror attacks reveals the truth behind the massacre of more than 60 civilians

KENYA'S shopping mall massacre shook the world. Yet all it took was four terrorists with guns. Now, investigators say they all escaped.

It's a story of chaos, confusion - and corruption.
The New York Police Department has conducted its own in-depth analysis of the September attack which killed more than 60 at the Westgate Shopping Mall in Nairobi. It was an exercise designed to familiarise the often-targeted city's law enforcers with what to expect.

Their discoveries have debunked much of what Kenyan authorities claim, and painted a frightening picture of the power of a few angry men with guns.
And they doubt the terrorists died in the collapsing building.

"As a cop, I'm very sceptical of claims until I see proof," Lt. Detective Commander Kevin Yorke, who oversaw the report, said. He added that there is "a lot of doubt in my mind it is true."
Detective Yorke said it was only now a real picture was emerging from 'the fog of war'.

But the most startling component of the report is the dangerous incompetence shown by Kenya's military and police reaction.
Here's what the NYPD found.

Tiny attack force

Kenyan authorities have repeatedly claimed that up to 15 heavily armed attackers from the al-Qaeda affiliated al-Shabaab terror group were involved in the operation which overwhelmed the African nation's police and defence forces for three days. Some were supposed to be foreign nationals.

New York Police Commissioner Ray Kelly told media yesterday his investigators did not know "with certainty" how many people were involved, "but we believe there were only four shooters."
Their reconstruction of the attack suggests the four men acted in teams of two, coordinating their movements via mobile phone.

Lightly armed

They were supposed to have been wielding heavy machineguns and explosives. But the NYPD says a review of video footage and ballistics evidence shows they were carrying only "light" weapons such as AK-47 rifles and grenades.
Three grenades were used upon their entrance to the mall, after which the terrorists used single-shots to target fleeing shoppers.

While carrying hundreds of rounds of ammunition in magazines strapped to their bodies, the NYPD says the attackers were not wearing any form of body armour or carrying handguns.
There were no heavy explosions. Smoke screens had not been created by setting mattresses and other materials on fire.

Instead, the NYPD says all of the heavy damage to the shopping mall's structure had been caused by antitank missiles being fired into the building by Kenyan military.

'Friendly fire'

Initially, Kenyan authorities believed they were responding to an armed holdup. A tactical response team did not arrive at the Mall until some 90 minutes after the initial attack.
From this point, confusion reigned.

Police - wearing no identification or markings - entered the complex, fully armed.
They were quickly fired upon by Kenyan soldiers who had also been summoned to the scene. Among the dead was the police tactical response team's commander.

It was this incident that may have produced the stories of "heavily armed, body-armour-wearing" terrorists.

No hostages

The presence of hostages was always used as an excuse for the slow military response to the shopping-mall raid. Now, the NYPD says it doubts there were any.
Instead, the report says the terrorists sought to kill as many as they could.

Only those who were able to recite Muslim prayers - and in once instance name the Prophet Mohammed's mother - were allowed to go free.
The idea that there may have been hostages is thought to have arisen because by so many shoppers were "playing dead" and hiding.

White Widow 'distraction'.

A NYPD review of witness accounts and CCTV footage indicates no women were involved, the report says.
Media speculation - apparently encouraged by statements from Kenyan officials - named British citizen and al-Shabaab terrorist Samantha Lewthwaite as one of the attack team storming the shopping complex.

Early escape

The gunbattle to clear the mall lasted three days. But there is no evidence the terrorists were there beyond the first 12 hours.
NYPD investigations indicate at least one of the attackers was wounded in the leg. But the fighters systematically destroyed CCTV cameras in order to cover their movements.

And their actual attack only lasted six hours. After this, the NYPD report says the terrorists hid in a storeroom. Here, they prayed and tended to their wounded comrade.
There is no evidence any attacker remained in the mall after 12:15am on September 22, the NYPD says.

Despite this, the siege lasted another two days.
During this time CCTV footage captured members of the Kenyan military looting the high-end shopping complex under the cover of the crisis.

die kenyanischen Sicherheitsbehoerden haben wohl einen weiteren Anschlag verhindert: laut KTN News (lokale Nachrichtensendung) wurden in Mombasa 2 Personen mit Al Quaida-Verbindung festgenommen.
Weiterhin wurden eine AK, 270 Schuss Munition, 6 Handgranaten und eine groessere Menge Sprengstoff sichergestellt.

Gestern haben mehrere unbekannte Taeter in einer Kirche in Likoni (nahe Mombasa) das Feuer auf Glaeubige eroeffnet. 6 Tote, 17 Verletzte.
Naehere Hintergruende sind derzeit nicht oeffentlich verfuegbar, eine Verbindung zu Al Quaida/Al Shabab wird jedoch angenommen.

Zumindest ist das Polizeiaufgebot in der Mall heute signifikant hoeher als normalerweise.

In Pangasi (nahe Nairobi) gab es heute Abend einen Autobombenanschlag auf eine Polizeistation. Bisherige Bilanz 4 Tote, davon 2 Polizisten.

Auch gibt es wie zu erwarten Proteststimmen aus den Reihen der Somali Community gegen das Vorgehen der Polizei. Die als Schlag gegen Terrorismus und illegale Einwanderung angekuendigte grossangelegte Operation laeuft im Endeffekt auf die Massenverhaftung von Somalis heraus. Eine Shoot-to-Kill Order fuehrt dazu das ganze noch etwas mehr eskalieren zu lassen.

Vorgestern gab es 2 Handgranaten-Anschlaege auf BUshaltestellen in Nairobi, gestern 2 IED-Amnschlaege (einmal vor einer Mall, einmal vor einem Hotel) in Mombasa.
Die Befuerchtungen einer grossangelegen al Shabab-Operation kann man also als bestaetigt ansehen.

Im Rahmen von "Anti-Terror"-Operationen der Regierung wurden Somalis im 3-stelligen Bereich verhaftet, ausserdem wurden die Leichen von 3 Somalis (per Kopfschuss hngerichtet) gefunden, man geht von "extra-juidical killings" aus.

Kein Chiffre. Die Existenz von Todesschwadronen/Hit Squads/wie auch immer ist ein offenes Geheimnis, habe nur die Sprechweise aus den Nachrichten uebernommen.

Antiterror-Op. steht in Anfuehrungszeichen weil es danach aussieht dass hier pauschal gegen eine Minderheit vorgegangen wird und nicht gezielt gegen al Shabab

Okay, das meinte ich so eigentlich auch in der Richtung. Aber sind das dann Schwadronen der Regierung oder regierungsnaher Akteure? Oder wie muss man sich das vorstellen?

Entweder Polizei oder Elemente die sehr eng mit Polizei und Geheimdiensten verwoben sind. Ironischerweise scheint der Modus Operandi dem der Hit Squads im alten Suedafrika (Vlakplaas und Konsorten) sehr zu aehneln.
