Mal wieder was neues zum geliebten Meads.

Wie irgendwo vorne erwähnt will man ja zu Pac-3 eine zweite günstigere Rakete einführen: Sehr wahrscheinlich wird man sich für folgende entscheiden:
iris-t sl (surface launched) (Reichweite wie ca HAWK) (iris-t sl ist nicht NG leFla sys)

Jede Teilstreitkraft sieht natürlich bei sich den größten Nachbeserungsbedarf. Der Beitrag war auch nicht ganz so ernst gemeint.

Es geht aber nicht nur beim Heer um das Leben der Soldaten...
Die momentan verwendeten Rettungswesten der Marine (MRS mit KSA 2/3) sind beispielsweise in der Praxis teilweise untauglich. Ausserdem wird immer mehr Ausbildung an den persönlichen Rettungsmitteln aus Geldgründen zusammengestrichen - was leider schon mehrmals zu vermeidbaren Unfällen mit Todesfolge geführt hat.
Gerade hier sehe ich DRINGENDEN Bedarf an Geldern.

Nochmal, mir ist sehr wohl bewußt, wie dringend viele der auch von Carlos nochmal betonten Punkte ebenfalls nachgebessert werden müssen.

Naja, ich habe den Bericht auch gesehen und ich muß sagen, es war recht einseitig! Es ist klar, das das System nicht dafür taugt deutsches Staatsgebiet zu verteidigen. Dafür ist es ja auch garnicht gedacht! und diese schwachsinnige Aufzählung mit Schottland, Lettland und Italien hätten sich die Redakteure auch schenken können. Ebenso das in meinen Augen reichlich schwachsinnige Beispiel mit der von Terroristen entführten Verkehrsmaschine. Dagegen reicht auch eine STINGER, wenn man weiß wo Gefahr droht!

MEADS soll mittelfristig vor allem die HAWK und ROLAND Systeme ersetzen, die ja nun wirklich das Ende ihrer Nutzung erreicht haben. Denn allein das PATRIOT-System reißt es ja auch nicht wirklich! Hier ist das Stichwort "Cluster"!
Was völlig (und meiner Meinung nach bewußt) außer Acht gelassen wurde ist die Tatsache, das das System bei eventuellen Einsätzen außerhalb Deutschland gute Dienste leisten wird, wenn es darum geht eigene Truppenkontingente gegen Angriffe aus der Luft zu schützen. Desweiter kann man wohl davon ausgehen, das man geflissendlich übersehen hat, das mit 12 Systeme, 12 batterien gemeint sind und viel mehr PATRIOT_ Batterien haben wir ja auch nicht!

Insgesamt fand ich den Bericht deutlich linkslastig und sehr einseitig. Objektive Berichterstattung? Was ist das?

MEADS Stand 2003:

Medium Extended Air Defense System Update
December 2003

Participants in the trinational Medium Extended Air Defense System (MEADS) International program are finalizing fact-finding and negotiations to move from the risk reduction effort to design and development.

"MEADS is a trinational program of three countries -- Italy, Germany and the United States -- to develop the next generation lower tier air and missile defense system," explained David Seckinger, Executive Vice President, MEADS Program, Lockheed Martin Missiles & Fire Control. "It's seen as the replacement for the Patriot system in the United States, the Patriot and Hawk systems in Germany and the Hawk and Nike systems in Italy."

Under an overarching steering committee with representatives from all three countries, the primary customer for the MEADS program is the NATO MEADS Management Agency. Industry development is being conducted by MEADS International, a trinational industry consortium composed of Lockheed Martin (50 percent) and euroMEADS (50 percent), with the latter entity formed between MBDA Italia, EADS and EADS/LFK.

According to Seckinger, who is currently assigned to MEADS International in Orlando, Fla., MEADS meets the requirements of all three participating countries for the defense of all critical assets.

"A critical asset, for instance, could be maneuver forces in the field; it could be a high value airfield; it could be defending the capital of any one of the nations involved in this program," he said.

The system must counter the entire spectrum of threats, from tactical ballistic missiles to slower moving air breathing targets.

"We have to be able to take out threats as well that are very fast, that are maneuvering, and have very low radar cross sections. We also have to be able to take on an attack from any direction, so MEADS represents a true 360-degree capability. We also have to be able to operate in a very high ECM [electronic counter measure] environment and in all weather conditions," he added.

Key features of the system design include a high degree of strategic and tactical mobility. For strategic and intertheater movement, individual system components will be capable of roll-on/roll-off from C-130 aircraft as well as movement aboard the A-400M.

"Once we get those end items to the field, they have to be very mobile in the field, very lightweight, very maneuverable -- much more so than we saw with the Patriot system during the recent Iraqi conflict," Seckinger said. "The heavier Patriot equipment has had trouble keeping up with some of the maneuver forces in the field -- particularly where there is sand; the heavier vehicles have the potential for getting bogged down in the sand. The MEADS end items [will be] very lightweight and can move very rapidly with the maneuver force."

"When you're talking about putting as many as 12 PAC-3 [Patriot Advanced Capability Level-3] missiles on a launcher, that is considerable firepower, especially when that launcher can move quickly," he added.
MEADS system elements include a UHF-band surveillance radar, capable of rotating or staring, depending on the threat; a tactical operation center (TOC), with capabilities for automated planning, full engagement operations, force operations and even functioning as a radio relay; an X-band fire control radar; and a MEADS launcher capable of carrying up to 12 PAC-3 missiles.

"The United States asked for the PAC-3 missile to become our baseline," Seckinger observed. "However, that does not mean that the MEADS system could not fire other missiles."

For the sake of basic definitions, program participants define a MEADS fire unit as one surveillance radar, two TOCs, two fire control radars and six launchers.

However, with a high degree of system flexibility and plug and fight features, MEADS can be tailored and scaled to a particular employment scenario. For example, a single critical asset, such as an airfield, could be protected during peacetime or stability and support operations by a single launcher, a TOC and the fire control radar. At the other end of the conflict scale, a major theater of war would see the employment of multiple radars, TOCs and launchers.

"In addition, MEADS can provide significant homeland defense for NATO allies," Seckinger added.

Following program down-select in May 1999, MEADS experienced pretransition and transition efforts before entering the current risk reduction effort (RRE) in the first half of calendar year 2001. As of this writing, the RRE is 85 percent complete with a number of test successes already accomplished.

Activities have included simulating incorporation/performance of the PAC-3 missile, completion of technologies assessment on 21 technologies identified as critical, development and demonstration of a lightweight launcher and development of the MEADS fire control radar.

"We are on track," Seckinger said. "We are executing the RRE contract very, very successfully. At the very end of RRE, in March of 2004, we're going to be doing a system demo in Italy to conclude our RRE effort. And we're expecting the design and development contract award as early as April 2004.

The March 2004 system demonstration, which will feature the new fire control radar, battle management/command, control, communications, computers and intelligence software, and the launcher, will involve tracking live targets and developing a fire solution but not actually firing missiles.

Although the PAC-3 has been selected as the baseline missile for MEADS, Seckinger stressed that the design incorporates both inter- and intra-system plug and fight capabilities, which would facilitate the integration of additional missiles -- like the U.S. surface launched advanced medium-range air-to-air missile (SLAMRAAM) or the German infra red search and track missile -- or even additional sensors.

"The United States, for example, was interested in JLENS [joint land-attack cruise missile defense elevated netted sensor system] in order to detect oncoming cruise missiles," Seckinger said. "So we can absolutely integrate JLENS into this architecture."

Praising the internationally cooperative aspects of the MEADS effort to date, Seckinger summarized, "This air and missile defense program is clearly a new way of doing business for all three nations. It's a major development program and this next phase, which will be 45 percent of the budget, will come from our European partners."

"We've demonstrated that this international team of industry partners has pulled together to successfully execute a very comprehensive RRE program and we're in a position now to take on the design and development contract in 2004," he concluded.

In addition to the three participating MEADS partners, a number of other potential international customers have reportedly expressed interest in the program.

Was sauschwer ist; Herrn Rusts Cessna zwischen Vogelschwärmen derselben Geschwindigkeit im Tiefflug abzufangen und mit derselben Rakete eine IRBM von 4000km Reichweite und entspr. Wiedereintrittsgeschwindigkeit abzufangen... Also, der Rest der Welt entwickelt für so was völlig unterschiedliche Gefechtsköpfe!

Klar, wenn die Entwicklungskosten bezahlt sind, überlegen die sich, ob sie's bestellen. Und wenn ja, dann wollen sie als erste Exportkunden natürlich zuerst beliefert werden.

Mit MEADS können keine sich bewegenden Verbände aus der eigenen Bewegung heraus geschützt werden - und mit dem Wegfall von Roland entsteht da eine dringend zu schließende Fähigkeitslücke. Der modulare Aufbau des GTK kommt dem Ganzen ja entgegen.

Ein FlaRak-Modul mit 8 LFK NG halte ich für die wahrscheinlichste Lösung:
- Vereinfachung der Logistik (Nutzung des FK durch LeFlaSys + ModFlaSys)
- Ausnutzung der höheren Nutzlastkapazität des GTK gegenüber Wiesel (8 statt 4 FK)
- Schnelle Verlegbarkeit durch Radfahrzeug als Basis

Ich könnte mir da (wie auf dem Bild schon angedeutet) auch eine Vertikalstartvorrichtung vorstellen - fragt sich nur, ob der LFK NG technisch dazu in der Lage bzw. in der Startphase manövrierfähig genug ist.

Ganz so negativ würde ich es auch nicht sehen. MEADS wird das Hauptproblem von Patriot lösen, die nicht vorhandene 360° bekämpfungsmöglichkeit. Ob im Endefekkt genügend Geld für das fertig Entwicklen/Einführen und der Wille zur zusammenarbeit lange genug anhalten ist eine andere Geschichte.

Zu den 12 Lfk per Launcher: Ich sehe das Problem weniger im Wert sondern beim Nachladen. Während des Nschladens ist der gesamte Launcher nicht einsatzfähig. Wenn ich davon ausgehe das im gleichen Stiel wie bei Patriot geladen wird, dann dauert das ganz schön lange. Man braucht also trotzdem die gleiche Anzal Launcher, als ernn man nur 4 oder besser 8 Lfk auf dem Fahrzeug hätte.

Eine Lufttransportmöglichkeit ich für wichtig, vorallem da sie bei einen FlaRak System zu keinen so großen Einschränkungen führt wie z.B. bei einem Spz..

MEADS (oder meinetwegen auch ein ähnliches System) gehört für mich zu den wichtigsten Systemen die die BW derzeit bracht. Die Systeme die MEADS ersetzen soll (Roland und vorallem HAWK) sind bzw. werden gerade ausgemustert. Der wichtige vorteil von MEADS gegenüber Patriot ist die 360° Abdeckung. Sprich eine einzelnd stehender Patriot Staffel kann sich nicht selbst schützen da das Radar nur (AFAIK) 120° abdeckt bekämpfen sogar nur (AFAIK) 90°. Wenn man jetz mal von Optimisteschen 100km Reichweite ausgeht kann ein Flugzeug ohne Probleme den Gefahrenbereich umfliegen und von hinten oder der Seite angreifen und damit die gesamte Luftabwehr aushebeln. Man gehe z.B. mal von dem Szenario in Yugoslavien aus als die ersten Truppen in Kroatien landeten. Jetzt denke man sich die abslute Luftüberlegenheit weck. Nur mit Patriot und Stinger hätte man die Truppen nicht gegen Luftangriffe Schützen können. MEADS muß man außerdem eien sache zugute Schreiben. Die Entwikcklung ist relativ Risikolos da große Teile der Komponenten identisch oder ähnlich des Patriot Systemes sind. selbstt die für MEADS eingeplante PAC 3 LFK ist dort schom im Einsatz. So ein System gegen Terroristen über eigeem Boden einsetzen zu wollen ist natürlich schwachsinn.

Gerade auf ARD habe ich beim Zappen einen Bericht über ein Mittelstrecken-Luftwabwehrsystem namens "MEADS" (keine Ahnung für was die Abkürzung steht. irgendwas mit Middle E? Arial Defense System). Das soll so eine Art integriertes Frühwarnsystem mit ner Reichweite von 25 Kilometern sein, das dann Abwehrraketen (keine Ahnung ob das dann Eigenentwicklungen oder bestehende Plattformen wie Patriot sind) ins Ziel lenkt. Damit sollen Ballungszentren oder AKWs geschützt werden. Ein Kooperationsprojekt von USA, BRD und Italien.

Kontraste meinte, daß das Ding hyperüberflüssig wäre, auf Grund von zu geringen Bedrohungen und der Tatsache, daß nur 12 System angeschafft werden sollen. Die beriefen sich auf einen ehemaligen Bundeswehranalytiker oder sowas.

Hat einer nen Plan, was das jetzt genau ist? Eure Meinungen dazu?

The launcher is mounted on a 6 x 6 truck and is designed to rapidly initialise, self-load, and vertically launch up to 12 PAC-3s.

The test series, conducted in Brescia, Italy, in June, included demonstrations of uploading and offloading PAC-3 missile canisters using a system that reduces the manpower requirement of existing PAC-3 launchers. The launcher was elevated to a firing position and its stabilisers and blast deflector were also tested. The loading and reloading times were well within the parameters set for the MEADS requirement.

To ensure the system is compatible with deployment by C-130 Hercules transport aircraft, tests of the dimensional requirements were also conducted.

MEADS will replace the current German Hawk, Italian Nike and US Patriot air defence systems. Incorporating the PAC-3, MEADS will include surveillance and fire control sensors, battle management and communications centres, and the new launchers. According to MEADS International officials, the programme remains on track and within budget.

Irgendwie kommt mir dieses Vertikalstartgerät i der Skizze genauso vor wie das US Netfires. Zu Alarm und Tornado: Lässt sich wg. der autonomie leicht nachrüsten und ist auf SEAD ('S' von suppression) ausgelegt, während man bei HARM (auch den neuen Blocks) auf DEAD ('D' von destruction) hofft, das Ziel verfehlt und letztlich nur für einen Bruchteil der Zeit die Alarm bietet die SEAD Wirkung hat. Die Koordination von ECR und IDS halte ich für zu aufwändig bzw. zu anfällig für Friktion. Aus sowas sind die Gründe für 48 oder gar 72h Vorausplanung gemacht.

Ich habs auch gesehen!
Am besten fand ich die Darstellung von dem Schutzschirm mitten inder Stadt. Das beste war ja nach der Simulation, dass dieses Schutzschild noch nicht einmal 3 Häuserblocks weit reichen soll hmpf.gif

Und der Vergleich mit den Schotten, Letten und Italienern  war am besten.

Als ob das System mitten in Deutschland auf gebaut werden wird. Bei Panorama sollte sie mehr Tagesschau o.ä. sehen, da sehen sie die möglichen Einsatzziele
--> Afghanistan, Irak und in Zukunft weitere Böse-Achsenländer ....

Das Meads als Ersatz gedacht ist ja schon gesagt worden

Noch kurz zur Patriot:
noch gib es 34 Staffeln....(Batterie)
eine Staffel hat:
eine Radareinheit
8 Startgeräte a 4 Raketen (es heißt hier Startgerät und nicht Werfer bei der Lustwaffe)

im Notfall können noch 8 weitere Startgeräte angeschlossen werden

Eben nicht. NG LeFla ist eine IRIS-T für den Bodeneinsatz modifiziert. Allerdings kenne ich nicht das ganze drumherum. Hier habe ich ich ein Bild der IRIS-T mit NG LeFla-Aufdruck.

Patriot kann keinen 360° Schutz bieten (eine einzelne Staffel). Hwak und Roland werden ja wie gesagt momentan abgeschafft. Ozelot ist ja gut und schön aber ganz sicher kein ädäquater Ersatz für Hawk/Roland.
Willst du die Bundeswehr uhne FlaRak dastehen sehen? Wenn es dann doch mal wieder "richtig kracht" (nur weil es heute unwahrscheinlich ist, muss es das in 5Jahren nicht auch sein. Hat 1930 jemand damit gere3chnet, dass 15Jahre später Europa nahezu komplett in trümmern liegen würde?) hat man wohl keine Zeit mehr hier nachzurüsten.

Eben. Und die Starter können wir ja auch weiterverwenden. Grade in Kombination mit einm Roland-Nachfolger (leFlaSys mit IRIS-T Flugkörper) eine sehr gute Lösung. Fehlen nur noch Launcher und Radare auf Kettenfahrgestellen und Fier-on-the-move smile.gif

Meiner Meinung nach ist das wirklich überflüssig. Welcher Terrorist wird sich jetzt noch in ein Flugzeug setzen, um irgendwas in die Luft zu sprengen? Ich bin sicher, denen fällt was effektiveres/für sie sichereres Instrument ein, so schlimm das auch klingen mag.
Und mit zwölf Stück kann man wirklich nicht viel ausrichten. Das Geld sollte man besser in die BW stecken, um vernünftige Systeme zu entwickeln, die auch gebraucht werden.
So seh ich das

NG LeFla hat zwar einige Merkmale der IRIS-T, ist aber eine ganze Nummer kleiner, soll nämlich die Stinger ersetzen.
