Stars & Stripes berichtet unter Bezugnahme auf eine RAND-Studie (.pdf, 200 kB), dass weder Bundeswehr noch die britischen und französischen Streitkräfte in der Lage sind, in ausreichend kurzer Zeit jeweils einen (schweren) Verband in Brigadestärke zur Verteidigung des Baltikums abzustellen. Jeweils ein Bataillon wäre innerhalb einer bis weniger Wochen möglich, jeweils eine Brigade innerhalb eines Monats bis mehrerer Monate.

Bei augengeradeaus gibt es auch einen Beitrag dazu, der aber die gleichen Quellen hat.
Folgendes trifft wohl auch für unser Forum zu:

Natürlich überrascht es mich nicht, man denke nur an die Katastrophe mit einem Btl für die Very High Readiness Joint Task Force (VJTF).
Aber es ist einfach ein, Entschuldigung, erbärmliches Bild, welches Deutschland und Europa insgesamt als Bündnispartner abgibt. Die Einsatzbereitschaft/Kampfkraft steht gerade für Deutschland in keinem Verhältnis zu der Rolle, welche Deutschland schlicht durch seine Lage, Bevölkerungsanzahl und wirtschaftlich weltweite Vernetzung spielen sollte.
Das man in der Studie bei den Landstreitkräften noch schlechter wegkommt als Frankreich und England, welche nebenbei ja auch noch deutlich mehr Gelder in ihre maritimen Komponenten investieren, und im Gegensatz zu Deutschland auch noch Atomwaffen unterhalten (!), ist doch unfassbar. Obwohl ich das vom reinen Gefühl her genauso deuten würde.
Man kann jetzt natürlich wieder über die Politik meckern, auch durchaus zurecht, aber auch intern muss nach wie vor einiges schlechter laufen als in vergleichbaren Streitkräften.
Natürlich unterstreicht die Studie auch die US Forderungen nach mehr Engagement der europäischen Partner. Aber selbst wenn man die Studie als wohlwollende Unterstützung der derzeitigen US Politik interpretieren möchte, der Kern entspricht wohl der Realität.
Auch wenn bereits/endlich Maßnahmen zur Besserung eingeleitet worden, bleibt die Stellung einer Brigade(!) in 2018 aus meiner Sicht eine sehr große Herausforderung für die Bundeswehr.

Wobei er auch nach wie vor einräumen muss, dass dafür andere Einheiten etwas von ihrem Material abgeben müssen.

Das "etwas" könnte wohl Ausmaße, vergleichbar denen des bereits genannten Btl´s (Marienberg) annehmen. Und ich wäre verwundert wenn es nur Material betreffen würde, bei einer Brigade würde ich auch von Personal (Heldenklau) ausgehen.
Naja wie auch immer, genug schwarz gemalt, es bleibt spannend

Aj was für ne Überraschung.... nicht!

Wir haben seit Jahrzehnten eine Friedensbewegung im Land die sich aktiv um die Abschaffung der Bundeswehr bemüht. Diese "Heldentruppe" glaubt doch allen ernstes, dass man jeden Konflikt friedlich beilegen könnte..... dass ist einfach nur Realitätsfern......

MOSCOW — As part of an ongoing evaluation of Russian procurement priorities over the next decade, President Vladimir Putin has officially postponed the development of a new aircraft carrier and a new class of nuclear-powered destroyers for the Russian Navy.

The decision to postpone these two flagship projects for the Russian Navy were reported by Russian daily Kommersant in mid-May, following a meeting between Putin and military leaders dedicated to drafting a rearmament agenda through 2025. The program will be a follow-on to a 19 trillion ruble (U.S. $337 billion) effort began in 2011, which ends in 2020. Despite the naval deferral, Russian rearmament will continue to focus heavily on strengthening its nuclear triad until at least 2025.

About half of the 2020 program was devoted to the Air Force and Navy. The division of the 2025 program remains unclear, although its priorities are straightforward.

“The 2025 program is a black box right now,” says Pavel Luzin, a Russian defense industry analyst at Perm State University. “It has a lot of overlap with the 2020 program, which suggests it is aimed only to hide the failures of the current program. That isn’t to say the 2020 program failed, just that it has strayed far from its original financing and procurement goals.”

In a quote carried by the TASS news agency on May 18, Putin said the 2025 program “will become the most important instrument in implementing Russia’s military and industrial policy in the spheres of defense and security through 2025 and beyond.” He also used the opportunity to take stock of the progress made by the current modernization drive.

The overarching goal of the 2020 program was to rearm 70 percent of the Russian armed forces by 2020, though the nuclear forces would be completely replaced with new hardware. According to Putin, the aerospace forces will reach 68 percent renewal by year’s end. According to TASS, the ground forces are at 43 percent, and airborne troops are at 58 percent.

2025 program in brief

According to Kommersant, the outlines of the next Russian modernization program will focus heavily on building up Russia’s nuclear triad. The document reportedly calls for the completion of three intercontinental ballistic missile development programs: the RS-26 Rubezh (a development of the Yars-M), RS-28 Sarmat and the rail-based Bagruzin by 2020.

While the full scope of the 2025 program remains unknown, it will continue to focus on the procurement of fighter aircraft such as the Sukhoi Su-30 and Su-35 Flanker derivatives, as well as larger orders of the new T-50 stealth fighter, Kommersant reported. Development of a new long-range bomber is also expected while production of the Tupolev Tu-160 is relaunched.

As for the Navy, the 2025 program will again prioritize the construction of new nuclear submarines and small (no larger than frigate-type) surface combatants. Although Russia’s new Borei- and Yasen-class submarine fleets have yet to be completed, the 2025 program calls for a new fifth-generation ballistic missile submarine known as the Husky class.

Naval rearmament

What was most telling about Putin’s 2025 modernization planning session was what didn’t make the cut: specifically the construction of a new aircraft carrier and the development of a nuclear-powered destroyer. Together, this signals the further postponement of Russia’s restored blue-water naval ambitions.

Surface combatants have again taken a backseat to the submarine fleet. This is only partly due to the historical priority submarines have held in the Russian Navy. Russia simply doesn’t have the shipyard capacity for large surface ships (most large Soviet ships were built in Ukraine) or the engineering know-how for reliable diesel-powered turbines (also built in Ukraine).

While a nuclear-powered destroyer may sound like overkill, it makes sense for the Russian shipbuilding industry: their expertise is in nuclear propulsion systems, said Luzin. As for a new aircraft carrier, it only makes sense in the context of Russia’s great-power ambitions. And as a status symbol, the existing, yet outdated aircraft carrier Kuznetsov works well enough.

Though not part of the 2025 program, Kuznetsov is receiving a major overhaul in September. The ship returned from a highly publicized deployment off the Syrian coast earlier this year. During that deployment, the ship showed serious signs of age and shortcomings — losing two fighters and claiming dubious contributions to Russia’s campaign in Syria.

The overhaul will cost about $700 million and will see new vertical launch tubes capable of housing Russia’s new Kalibr long-range cruise missiles and Oniks anti-ship missiles within the ship’s decks. It is an interesting development, and a reversal of Russian thinking on how best to use Kuznetsov.

Originally designed by the Soviets as a heavy aircraft-carrying missile cruiser, the Russian Navy reportedly removed the old Granit anti-ship missile tubes in the late 2000s to make room for a larger hangar bay. In this role, the service tried to reinvent Kuznetsov as something of a strike carrier. It was never clear that the tubes were really removed.

If Kalibr tubes are installed aboard Kuznetsov, it will actually make the carrier more useful — though perhaps more superfluous — than it was during the Syria expedition.

Das ist keine grosse Überraschung, die Pläne für große Überwassereinheiten waren offensichtlich wichtiger für die Stimmung als deren Realisierung. Mit einem 25% Einschnitt in das Rüstungsbudget dieses Jahr, und mit Auswirkungen auf die Folgejahre sind Anpassungen unumgänglich. Was Rentenzahlungen und Staatsreserven anbetrifft, so ist 2017 für Russland das Jahr der Wahrheit, wenn man es dramatisch ausdrücken will.

Die Währungsreserven der Zentralbank liegen derzeit auf einem Höchststand seit Dezember 2014. Auch fiskalisch ist die Lage des russischen Staates nicht besonders dramatisch, da bei der Aufstellung des Haushalts ein konservatives Szenario mit einem geringen Ölpreis von 41 Dollar je Fass maßgeblich war. Die Preise bewegen sich seit mehr als einem Jahr stets über diesem Niveu, sodass bereits 2016 das Staatsdefizit mit 3,5% des BIP etwas geringer als die anvisierten 3,7% ausfiel. Für 2017 wird bei aktuellen Rahmenbedingungen mit einem Defizit von ca. 2% gerechnet, womit das Ziel eines ausgeglichenen Haushalts womöglich ein Jahr früher als 2020 erreicht wird.

Ich versteh nicht warum Merowingers Post stehen bleibt und alle anderen gelöscht werden. Wenn dann konsequent. Zumal er ja erst nach der Ansage postete und außer das er ein "zurück zum Thema Militär" voranstellt sehe ich keinen besonderen Bezug zum Thema.

Das Rüstungsbudget ist absolut relevant für dieses thread Thema, im Hintergrund steht ja genau die Frage von entweder einer moderaten und begrenzten Aufrüstung auf beiden Seiten oder einer Rüstungsspirale. Kapazitäten kann man gut in Geldeinheiten ausdrücken und vergleichen (aka "Politik in Zahlen").

Richtig, die von dir genannten 15-25%-Prozent Reduzierung scheinen trotzdem nicht korrekt zu sein:

The truth about Russia's defence budget

Contrary to recent claims, Russia's defence budget has not been slashed for 2017.

Orthodoxies about Moscow’s military ambitions suddenly seem to have been put into question when respected source of defence news, HIS Jane’s, ran the headline “Russia announces deepest defence budget cuts since 1990s.” Based on analysis of returns from Russia’s Federal Treasury, the assertion was that the defence budget was being cut by 25.5%, from 3.8 trillion rubles ($65.4 billion) to 2.8 trillion rubles ($48 billion). If true, this would have been a massive deal, one that could have eaten into not only Putin’s ambitious plans for military modernisation, but also the country’s economic stability and even his own political standing.

Yet, as we shall see, the headline was profoundly misleading. The reasons for this show just how problematic definitions of “defence spending” can be. The reality, meanwhile, reflects the paradox of late Putinism, under which Russia’s president has become effectively trapped by his own apparent triumphs.

A slight contraction

The 2017 defence budget is falling, but by nowhere near a quarter. There are several reasons for the confusion.

Firstly, the Federal Treasury's data only accounts for actual expenditure, not the full allocations. The State Defence Order, for example, was only 88% executed in 2016. Viewed through the Treasury lens, that might look like a “12% procurement cut” even though in practice at least part of that shortfall is likely to stay on the books and be spent in 2017.

Secondly, the baseline figure for 2016 was distorted by a one-off adjustment. In recent years, Russia’s defence suppliers have been forced to turn to commercial loans to cover the cost of producing equipment for the military. The cost of servicing these loans was beginning to have an impact on prices and enterprise solvency, so in December 2016 the Ministry of Finance released additional funds of just over 700 billion rubles to wipe the slate clean. This, in the narrow terms of the Federal Treasury’s books, suddenly bumped the 2016 defence budget from 3.07 trillion rubles to around 3.8 trillion.

Take that out of the equation, and the underlying trend is rather more moderate: a notional cut of some 7%. The likely real cut is probably even less. This is because, in Russia – even more so than in the West – defence and security expenditure often appears under different budget lines and obscure headings. Pre-conscription physical and skills training is outsourced to schools through the revived GTO (Ready for Labour and Defence) programme. The cost for this comes out of the education budget, while part of the aid and development budget is likely paying for the mercenaries fighting in Syria

There is also the issue of the budget sequester. In early 2016 the Ministry of Finance (MinFin) wanted to apply the same 10% sequester to the defence budget as applied to other government departments. But by the end of the year that had been haggled down to just 6%.

Finally, past practice has shown that during the year there are likely to be new windfall allocations (especially if oil prices rise) and specially-mandated allocations for particular projects, which will increase the size of the 2017 budget beyond current estimates.

Add up all of these factors and the real change in the defence budget is likely to be around 5% - a far cry from Jane’s 25.5%. Not that this is insignificant. It will prevent Russia from meeting its official target to have modernised 70% of its forces by 2020, and it contrasts markedly with the trend in the USA, where Donald Trump has committed himself to defence spending increases exceeding the total Russian budget.

Under the European Reassurance Initiative the U.S. Army in Europe still gets the most dollars overall, but adding more Air Force capabilities is required to establish a stronger overall fighting force, U.S. European Command said.

“As a joint force, to provide a more credible deterrent, it is important we have not only the land forces, but those other domains, that are ready to respond and ready to react ... to be able to thwart aggression,” said Maj. Gen. David Allvin, EUCOM’s strategy chief.

The 2018 ERI, which still must be approved by Congress, calls for nearly $4.8 billion — $1.4 billion, or 41 percent, more than last year — to be invested in a range of operations aimed at deterring Russian aggression. The Army accounts for the bulk of those funds, $3.2 billion, largely in support of maintaining a year-round presence of a U.S. armored brigade, aviation brigade, and building up pre-positioned stocks ofequipment. But the ERI request for the Air Force, while smaller, is set to jump from $388 million last year to $1 billion in 2018.


The ERI is funded out of contingency funds and is separate from the Pentagon’s $574.5 billion base budget, which is set to rise by $52 billion, or 10 percent over the previous year’s spending level.

The Navy got a more modest bump in Europe, a theater traditionally dominated by Army and Air Force presence, with funding to increase of 78 percent from last year’s $86 million to $153 million.

Roughly $100 million of Air Force funding will go toward “air superiority capabilities” by deferring previously planned force reductions.

That ensures the retention of F-15C aircraft in the 493rd Fighter Squadron at RAF Lakenheath as well as support squadron operations and weapon systems to maintain combat readiness. Enhancing Air Force rotations around Europe will cost $160 million more.

Another area of focus is beefing up EUCOM’s intelligence gathering capabilities. That has been a difficult need to fill, given the high demand for surveillance assets in other theaters. EUCOM, however, is budgeted to get more.

“There is an (intelligence, surveillance and reconnaissance) thread to this,” Allvin said. “One of the main reasons is in order to be able to have the right posture early, to be able to avert crises, you have to have a better sense of what is going on.”

If the ERI is funded, EUCOM will see an influx of about $200 million to enhance a series of intelligence gathering efforts, including unmanned and manned surveillance.

The funds are spread out among the services, as well as special operations forces.

EUCOM’s past several years have focused on establishing a larger and more consistent presence of U.S. forces along NATO’s eastern flank.

In overall military assets in the border regions between NATO and Russia, Moscow has allies outmanned and outgunned thanks to overall geographic advantage.

EUCOM has sought to make up for that by improving airfields in eastern Europe as well as making improvements to ports and bases used for countersubmarine operations and staging sites for the quick deployment of troops in a crisis. About $338 million will allocated to continue such efforts under the budget proposal.

Those site improvements, “help us move in and through and across Europe,” Allvin said.

Ausgehend von 1,2% ist das eine deutliche Steigerung. Für Deutschland wären 1,4% rund 47 Milliarden dieses Jahr, oder fast 11 Milliarden mehr als der tatsächliche Wehretat. Das nur mal, um die Steigerung zu verdeutlichen.

Etwas anschaulicher vielleicht: Die Steigerung ist (pro Jahr) das doppelte dessen wie sich der Haushalt der Bundeswehr in den letzten 7 Jahren gesteigert hat.

Ich finde ein in dieser Form ausgewiesenes Ziel von 1,4% BIP aufgrund der geopolitischen Lage (d.h. den politischen Druck durch den südlichen Nachbarn) durchaus bemerkenswert.

Steigerung gegenüber 2014, damit Zielmarke "Richtung 2%" erfüllt. Allerdings im Falle Kanadas - nicht Deutschlands - Ziel eh schon verfehlt weil Abbau nach 2014. Das gilt aber für die meisten NATO-Staaten (... außer z.B. Deutschland), mit den USA ganz vorne mit dabei.

Das Problem von Kanada ist aber, dass man die die Küstengebiete, welche man beansprucht, nicht kontrollieren kann. Die von Kanada reklamierten Seegrenzen werden auch vom südlichen Nachbar, aber nicht nur, nicht respektiert. Wenn man Gebiete für sich reklamiert, dann benötigt man auch Mittel, in diesen Gebieten Präsenz zu zeigen, ansonsten bleibt man ein Papiertiger.

Ich mache mir langsam sorgen, wenn ich an die militärische Sicherheit Europas denke. Schon in der Vergangenheit habe ich es kritisch gesehen, sich in diesem Bereich so sehr auf die USA zu verlassen. Jetzt wo das Bündnis zu wanken beginnt mache ich mir wirklich Sorgen.

Nur um das klar zu stellen, ich rechne nicht mit einer Invasion Russlands doch Militärische Kapazitäten bzw. Fähigkeiten sind nun mal ein gewichtiger Machtfaktor. Wenn Europa sich nicht in die Bedeutungslosigkeit drängen lassen will wird in diesem Bereich wohl etwas passieren müssen. Ich denke nicht, dass man sich unter Trump nicht so sehr auf das NATO-Bündnis verlassen kann wie früher.
