Dazu Tom Cooper, Acig.org:

Gents,
most of you here seem unable to differentiate between reports, interpretations and reality.
...

The situation developed as follows:

- Basic Reporting: Iranian media (obviously on an "impulse" from the GOI, then since years practically nothing is left of the independent Iranian media) reported that Azarakhsh is a "new" plane, "entering production", and "comparable to F/A-18".

- Interpretations: Western media (Globalsecurity.org, JDW etc.), and several Iranian forums blew this out of proportion, interpreting Iranian media releases into the Azarakhsh being some kind of an 10-15% enlargened F-5, powered by Russian RD-33 engines (from MiG-29), and equipped with a Russian weapons system.

It's the same like in the case of Shafaq, where Liam, Farzad and me reported that it was a project for a training jet, and then everybody began day-dreaming about some kind of "stealth fighter" and whatever else....

- Reality: this "new" plane (Azarakhsh) is little more but overhauled F-5E/F with a fresh coat of paint. Period.

- Consequences: in face of US pressure, decision was taken to keep sillent about Azarakhsh.

Why? Because this was one of very few points where the USA really had clear evidence that Iran is doing something against the law - when claiming to be "manufacturing" an aircraft of US design.

As a consequence, the GOI decided to concentrate public attention on Saeqeh instead, since this plane could "indeed" be presented as a "new" aircraft - because of its two fins.

This does not mean that Azarakhsh was "cancelled": it's still going on - but "sillently".

And, if somebody now talks about, "but, they announced a production run of 30 planes": there is no "production", there was no production and there will never be any kind of production. And what the Iranian media (read: GOI) announced is - like always - something else but reality. Far more than this, Azarakhsh was a project for overhauling and slightly modififying remaining, i.e. already existing (and regardless if "old" or "low hour") F-5E/Fs, while Saeqeh is a "proof of concept", a confirmation that one can do more than what was done in the case of Azarakhsh (though again on the basis of airframes that already existed in IRIAF inventry, just like in the case of Azarakhsh).

What is left unknown is how many F-5E/Fs are going to become Azarakhshs, and how many are going to become Saeqehes. And that's the only really "unknown" factor here.

- Namely, the problem is that these two fins added on Saeqeh result in the plane having significantly different flying characteristics. These fins apparently make it instable, but also cause wing flutter. This is necessitating introduction of FBW or some other kind of steering-augumentation system. Still, this obviously caused also other... well, "problems", that in turn necessitated the removal of wing-tip mounted Sidewinder launch rails. The fact that these are not back on the plane, indicates that the problem has not been solved - which is surely another reason for Azarakhsh project being continued too.

- Effects: neither the introduction of Azarakhsh, nor that of Saeqeh, augumented combat capabilities of the IRIAF the least. At best, they saw a part of the F-5E/F fleet being overhauled. In worst case scenario, they even decreased IRIAF's combat capabilities, because the Saeqehs currently can't carry any Sidewinders.

That means: the number of airframes and their capabilities as available to the IRIAF did not increase. The only thing that really increased is the number of operational airframes - planes the IRIAF can fly on day-to-day basis.

Simple calculation example:
- if you have 60 planes of a certain type in service, and 30 of these can't fly because they are unserviceable, so only 30 are operational, it doesn't matter how many you overhaul or modify, their total number is not increasing. Means, all you have are 60 planes. So, the only thing changing when you overhaul some of unserviceable and/or operational airframes is the number of operational aircraft.

Therefore, the only thing that would change the IRIAF's total warfighting capability, introduce new capabilities etc., would be an entirely new fighter type. Although corresponding designs exist in Iran - on the paper (and two also in model form) - and there are hopes (rather than firm plans) that at least one of these might sometimes be realized, and in spite of some foreign types being not only offered to Tehran by various manufacturers and governments (and some of them were test-flown by IRIAF pilots), there is currently no indication that the GOI has issued anything like a corresponding order. In Iran or abroad. So, for the time being, the air force is flying what is available.

This is not happening because of "lack of funding". Iran has enough money, but this money is spent for things that have a higher priority. GOI's priority are its nuclear program and missiles, then they - and not a reinforced IRIAF - have the strongest deterrent effect against the USA and Israel.

For this reason the IRIAF is no priority for the GOI, and thus receiving only limited funding. Besides, IRIAF's priority is returning as many F-14s and F-4s to service as possible. Correspondingly, Azarakhsh and Saeqeh projects received only enough funding to overhaul and/or rebuild the F-5 fleet in either of the two projects at a very slow pace (say, 2-4 planes annually in total).
