The US Army’s PEO Soldier – Project Manager Soldier Weapons has issued an Request for Information (RFI) to obtain industry feedback on possible submissions to Sub Compact Weapons (SCW) evaluations. The specification details offered by the Project Manager Soldier Weapons (PMSW) are scant and extremely broad. Describing potential SCWs as being select fire weapons, chambered in 9x19mm and having MIL-STD 1913 rail (Picatinny Rail) space.

The RFI, published 2 May, makes no mention of physical dimensions such as size or weight and instead seeks to cast as wide a net as possible for potential submissions. It does, however, call for suppressors, spares and slings for the weapon (not holsters). Potential future SCW submissions will have to chamber ‘9×19 mm military grade’ ammunition – meaning both M882 ball and the new XM1153 Special Purpose 9mm Round from Winchester.

The purpose of this amendment is to provide answers to the questions that were submitted until July 31, 2018.

1. Question: Can the SCW meet the collapsed length requirement by using a side-folding and telescoping buttstock? The buttstock would telescope to change length of pull, but it would meet the length restriction when folded to the side. Would this scenario meet the Go/No Go criteria?
Answer: A folding collapsible buttstock is allowed but may impact other evaluation factors such as User in the Loop Testing - concealability and Ambidextrous Control Go/No-Go requirements.


2. Question: Are 20 round and 30 round magazines the maximum capacity OR could the magazines exceed these numbers? For example, would a 21 round magazine and 31 round magazine meet the Go/No Go criteria?
Answer: Magazine capacity shall include 20 round and 30 round magazines.

3. Question: Can the video show the weapon in a computer aided model OR should it feature actual live footage of the firearm?
Answer: Live footage of the actual firearm is required.

4. Question: Do we need to provide the weapon with sights (either optical or standard)?
Answer: The weapon must be provided with standard sights. The weapon will be tested for accuracy and dispersion from a mount, as well as with the user in the loop.

5. Question: If a Company does not submit to the Phase I OTA, will the Company be able to submit to Phase II OTA?
Answer: No.

6. Question: Can you clarify a requirement under PHASE 1-OTA Awards "Offerors will be required to submit a 2.5 minute video..." What does the video need to include?
Answer: Please refer in the PON to 3.2.1 OTA Video Proposal Instructions:
"Each Video Proposal submitted shall demonstrate how the Offeror's SCW meets the Go / No-Go Requirements. Video shall be presented in the sequence of the Go / No-Go Requirements listed in the SCW Proposal Form (Attachment 1). Hyperlinks within videos will not be considered. Only the first 2.5 minutes of video will be considered. Anything exceeding 2.5 minutes will be disregarded. Video playback shall be at normal speed and shall not be manipulated to speed up or slow down the video. Videos shall be compatible with Windows Media Player 10."

7. Question: Would the USG consider adding to the delivery timeline the ability to deliver after receipt of a U.S. Government EUC to allow for processing the EUCF, Import and Export licenses and ship to the U.S.?
Answer: The schedule will not be extended in consideration of end user certificates (EUCs) or other import and export licenses. Offerors are encouraged to submit EUC information to the Government as soon as possible and prior to the close of PON.

8. Question: After a re-read I still have a question -- Page 6 says - Attachment 3 - there was no attachment 3 in the release - is this a separate DOC or should it have referenced
Answer: Reference page 20, Attachment 3 - SCW MODEL OTA. Please request a copy of the SCW Model OTA from the Agreement Specialist, Tariq Miakhel, Email: tariq.m.miakhel.civ@mail.mil.

9. Question: How can we sufficiently demonstrate the weapon will "Perform optimally" with 147 grain 9mm ammunition?
Answer: Loading and firing 147 grain 9mm ammunition is a way that would prove an Offeror met this requirement.

10. Question: Is it sufficient for "Capable of attaching accessories/enablers" to show the weapon has mounting rails, or is it necessary / beneficial to show the accessories mounted?
Answer: The Offeror must demonstrate the mounting/attaching of accessories and enablers.

11. Question: How much detail is required to demonstrate "Shall be maintainable without use of special tools"?
Answer: Demonstrate how you maintain the weapon without the use of special tools.

12. Question: Do we need to demonstrate capability to deliver 15 SCW within 30 days in the video? How would we do this satisfactorily?
Answer: The evaluators need to determine if your company is able to meet this requirement. To help them make this determination, examples could include, Offerors briefly explaining or demonstrating how they are able to meet this requirement, how they have met similar requirements in the past, showing their manufacturing production capabilities, etc.

13. Question: This is the first opportunity I've seen that requires a video submission. Is there an expectation that this will become commonplace for PON or other solicitations? If so, we will need to invest more resources in in our graphics/film team.
Answer: There are no expectations this will become commonplace for future PONs/ solicitations. As far as Government is concerned, we cannot state what other solicitations will require as every solicitation is different and will have its unique requirements. For this PON, a video submission is meant to streamline the process for Offerors and the Government. Professionally produced videos are not expected.

14. Question: Can you elaborate on what is meant by the phrase "Must be able to fire marking/training round" for the ammunition?
Answer: Offerors must show, demonstrate, or explain how their weapon is able to fire a marking/training round.

15. Question: For the ambidextrous controls are an ambi mag release and ambi bolt release considered required?
Answer: Yes. There shall be ambidextrous controls on both sides of weapon.

16. Question: Will 33 round mags or variations from 20 and 30 be acceptable or must the mags be 20 and 30 round exactly?
Answer: Magazine capacity shall include 20 round and 30 round magazines.

17. Question: Is a folding stock acceptable or must it be telescoping?
Answer: The buttstock shall be telescopically collapsible.

18. Question: Does the firearm need to be fireable when collapsed?
Answer: Yes, the weapon needs to be able to fire when the buttstock is collapsed.

19. Question: SECTION 3 page 8 - which Does reference and explain I-OTA AWARDS?
Answer: Reference page 12, section 3.3 OTA Basis of Evaluation.

20. Question: From the latest revision I am concluding that no ENABLERS are being requested at this time as in the previous RFI - please confirm.
Answer: The only enablers being requested at this time are the three suppressors.

21. Question: On the final submission site - it has a 2G limit - I am not sure but the 2.5 Min video I think will exceed that not including the documentation required - will it allow a ZIP file or can the video be sent to another destination that has no 2G limit?
Answer: A 2.5 minute video should not exceed 2G; however, please notify us if your video exceeds 2G. From AMRDEC SAFE site: "A maximum of 25 files may be uploaded to a single SAFE package. However, we STRONGLY recommend that you ZIP or archive multiple files before sending. SAFE counts a ZIP file as a single file during upload. This means that you can upload as many as 25 ZIP files, with each ZIP file containing many other files. Please note that the total upload size still must be no more than 2GB."

22. Question: The request states that the weapon system have an overall length of 15" or less, and no folding stock. Is that correct?
Answer: Yes, that is correct.


23. Question: Is it acceptable that the charging mechanism is center line (single sided), ambidextrous reachable?
Answer: Yes.

24. Question: Is it acceptable for 15 round and 30 round magazines
Answer: Magazine capacity shall include 20 round and 30 round magazines.

25. Question: Is a folding buttstock acceptable?
Answer: The buttstock shall be telescopically collapsible.


26. Question: What provision has been made in the Army's program for supply of an End User Certificate and necessary administration time to process State Dept import licenses and relevant export licenses from overseas suppliers?
Answer: No provisions have been made in regards to end user certificates (EUCs). The schedule will not be extended in consideration of EUCs or other import and export licenses. Offerors are encouraged to submit EUC information to the Government as soon as possible and prior to the close of PON.
